Plantation Close

The Housing & Development Board (HDB), as the Government’s land sales agent, launched the land parcel at Plantation Close for tender on 23 December 2022.

2 The details of the land parcel are as follows:

3 The site has been awarded to Hoi Hup Realty Pte Ltd and Sunway Developments Pte. Ltd. at the tender price of $348,500,000 on 11 September 2023. The details of the tender results can also be viewed here.

The Housing & Development Board (HDB) closed the tenders for the Mixed commercial / residential site at Tampines Avenue 11 and the Executive Condominium housing development site at Plantation Close today.

Mixed commercial / residential site at Tampines Avenue 11

2 HDB received a total of 3 bids for the Mixed commercial/ residential site at Tampines Avenue 11. Please see Annex 1 for the provisional tender results.

Executive Condominium housing development site at Plantation Close

3 Tenderers for the Executive Condominium site at Plantation Close have the option to submit an alternative bid on top of a base Prefabricated Prefinished Volumetric Construction (PPVC) bid. The alternative bid may be of a non-PPVC technology or a hybrid of technologies which could yield the specified productivity improvement. PPVC bids will automatically qualify for the tender evaluation, while any alternative bid will be required to submit a write-up to demonstrate the feasibility of proposal. The Concept Evaluation Committee, chaired by BCA, will assess whether the alternative bid(s) can reasonably fulfil the productivity improvement requirements before they can be considered as qualifying bids to proceed with the tender evaluation with the PPVC bids.

4 HDB received tender submissions from 9 tenderers for the Executive Condominium housing development site at Plantation Close, of whom 2 tenderers submitted an alternative proposal. Please see Annex 2 for the particulars of tenders submitted.

5 A decision on the award of the tender will be made after the tenders have been evaluated. This will be published at a later date.

commercial / residential site at Tampines Avenue 11 and an Executive Condominium site at Plantation Close for sale
by public tender today, under the Confirmed List of 2nd half 2022 (2H2022) Government Land Sales (GLS) Programme.

2 These two sites can potentially yield about 1,685 residential units. Details on the land parcels can be found in Annex 1 and the
location plans in Annex 2.

Modified Concept and Price Revenue Tender System

3 To encourage the adoption of innovative construction technologies and productive construction methods, a modified
concept and price revenue tender system will be piloted for the Executive Condominium site at Plantation Close.

4 Under this approach, tenderers will have the option to submit an alternative bid on top of a base Prefabricated
Prefinished Volumetric Construction (PPVC) bid. The alternative bid may be of a non-PPVC technology or a hybrid of
technologies which could yield the specified productivity improvement. PPVC bids will automatically qualify for the
tender evaluation, while any alternative bid will be required to submit a write-up to demonstrate the feasibility of
proposal. No detailed concept design proposal will be required. The Concept Evaluation Committee, chaired by BCA,
will assess whether the alternative bids can reasonably fulfil the productivity improvement requirements and deliver
advantages comparable to that of PPVC technology before they can be considered as qualifying bids to proceed with
the tender evaluation with the PPVC bids.

5 The tender for the sale sites at Tampines Ave 11 and Plantation Close will close at 12:00 noon on Tuesday, 27 June
2023. The tender closing for these two sites will be batched together with another residential with commercial at
first storey site at Marina Gardens Lane, which was launched by URA on 5 December 2022.
