Are MOP dates confirmed resale listings?

No. They estimate when homes may reach MOP, not how many will be listed for sale. Check the project's assumptions and official eligibility information.

Can I check an earlier tender date?

Yes. The historical tender view shows the releases and bids available by the date you choose. Planning layers are not rebuilt for past dates.
