For the CBD Incentive Scheme, predominantly office developments in selected parts of Anson, Cecil Street, and Robinson Road, Shenton Way and Tanjong Pagar meeting the minimum site areas. For the Strategic Development Incentive Scheme, commercial or predominantly commercial mixed-use developments in strategic areas outside the CBD Incentive areas, normally amalgamating at least two adjacent sites.
- Primary source
- Appendix 1-2 to Circular URA/PB/2025/03-CUDG, boundary map of the Cecil Street CBD Incentive area
On 7 February 2025 the Urban Redevelopment Authority issued revised CBD Incentive and Strategic Development Incentive schemes, in effect that day and running to 6 February 2030. The revision adds one land use conversion option, Commercial with 40% non-commercial uses such as Residential, in the Anson and Cecil areas, conditional on long-stay Serviced Apartment II provision and on a meaningful reduction in existing office space. It requires a Sustainability Statement from every applicant under both schemes at the Outline Application stage. The Minister for National Development described the reissue as extending both schemes for another five years, although the predecessor circular states a validity period that closed on 26 November 2024.

Methodology5 rules
- Comparison anchored to effective date: 7 February 2025. The anchor is the effective date where one is recorded, otherwise the announcement date.
- The windows are the same number of days on each side of the anchor, and the anchor day belongs to the after window.
- A series counts toward a window only for observation periods wholly inside it, with values as originally recorded, not as later revised.
- Where no whole period falls inside a window, no value and no difference is stated; a day no whole period covers is missing, never zero.
- Concurrent land sales and archive events are listed by date alone. Nothing on this page is attributed to the event.
