Joint MND-HDB statement on removal of the 15-month wait-out period

The Government removed the temporary 15-month wait-out with immediate effect on 28 July 2026 for private residential property owners and former owners purchasing qualifying non-subsidised HDB resale flats without an HDB housing loan. The relaxation applied to eligible buyers of all ages and qualifying flats of any size, replacing the narrow exemption for citizens aged 55 and above right-sizing to a 4-room or smaller flat. It removed BOTH the requirement to sell first AND the subsequent waiting period, restoring the buy-first, dispose-later sequence for the qualifying route. The 30-month wait-out remained for specified subsidised purchases and for applicants seeking an HDB housing loan, and the six-month disposal requirement after completing the resale purchase was unchanged. The change partially reversed the September 2022 package without amending its three credit instruments. The Government cited HDB resale-price growth slowing from 10.4% in 2022 to 2.9% in 2025 and two consecutive quarterly index declines in the first half of 2026; those figures are independently verified against Prevo's loaded index, but they do not establish that the wait-out caused the moderation. Post-removal outcomes are too recent to assess and are pre-registered for review from Q4 2026.
