On 1 December 2025 URA gazetted Master Plan 2025, with immediate effect, as Singapore's statutory land use plan for the next 10 to 15 years, succeeding Master Plan 2019. It concluded a review that began with public engagement in October 2023 and a draft exhibited from 25 June 2025. URA named Bukit Timah Turf City and the former Kranji racecourse as future housing estates, listed further new neighbourhoods and business nodes, and conserved 33 buildings. The plan guides development control and, in its own words, confers no development right.
