A separate 6-month project completion period extension, stated with the same dates in later help centre guidance, reaches Government sale sites, land alienated or lease-renewed by SLA, and qualifying certificate projects. Buyers other than licensed housing developers, and every ABSD rate, are outside it.

Revisions to Additional Buyer's Stamp Duty Regime for Housing Developers to Support Complex Projects and Onboarding to CORENET X

On 3 September 2025, the date IRAS gives, Singapore extended the qualifying window for the CORENET X extension of housing developers' ABSD remission timelines. A first Design Gateway submission by 30 September 2026 now meets the window condition for a project of 30,000 sqm GFA or more, instead of 31 December 2025, and by 30 September 2027 for a smaller project, instead of 31 December 2026. The existing 6-month extension to the commencement, completion and sale timelines did not change. A project also has to go entirely through CORENET X and have at least 6 months of its 2-year commencement timeline left at that first submission, and the developer applies through URA's project facilitators. The extension cannot be added to a complex-project extension. No ABSD rate moved.
