What changed

Resulting period: by 30 September 2026 or 30 September 2027. The windows still open on 18 December 2023, the soft launch of CORENET X. The 6-month benefit did not change; only the window widened.
Who may qualify
Licensed housing developers of private residential projects that go entirely through CORENET X for building works, meet the window for their GFA and have at least 6 months of the 2-year commencement timeline left at their first submission. Meeting the window is one condition, not qualification. Using CORENET X does not by itself qualify a project; the developer applies to URA's project facilitators and shows the criteria are met. Whether a particular project qualifies turns on its GFA, its first submission date, its land instrument date and its approval path, and Prevo cannot determine applicability without those facts.
Which base rule is affected
The developer ABSD remission conditions in rule 3(2) of the 2013 remission Rules: commencement within 2 years under rule 3(2)(c), and completion and sale of all units within 5 years under rule 3(2)(d), each from the date of execution of the land instrument. The extension is administrative; the Rules do not mention CORENET X. The separate project completion period extension, stated in later help centre guidance, acts on the completion period fixed for a Government sale site or SLA-alienated land, and on the completion period the Controller sets for a qualifying certificate project.
What deadline or requirement changes
Only the last day of the submission window. For a confirmed project on the unreplaced base periods, the remission deadlines calculate to 2 years and 6 months to commence, from a base of 2 years, and 5 years and 6 months to complete and to sell, from a base of 5 years. That is a calculation, not a deadline for any project: a project on a COVID-19 replacement period or with another extension starts from a different base. IRAS says the proportion sold for the Budget 2024 lower clawback rates is then measured at the end of the extended sale timeline; the other conditions for those rates still apply.
Eligibility conditions
Three, all needed: the project goes entirely through CORENET X, with clearance at the Design and Construction Gateways; the first Design Gateway submission falls in the window for its GFA; and at least 6 months of the 2-year commencement timeline remain at that submission. The first submission decides the window test. The purchase date decides where the commencement timeline starts, so it matters to the third test. The March 2025 release gives the worked case: a commencement deadline of 31 December 2025 needs a first submission before 1 July 2025.
Effective and expiry period
Dated 3 September 2025 by IRAS; no in-force date is stated. The change matters for first submissions from 1 January 2026 to 30 September 2026 in the larger band and from 1 January 2027 to 30 September 2027 in the smaller band. The help centre calls the extension time-limited. Under the published window, first submissions after these dates fall outside this measure. That is window version V3, and no further extension is recorded in the sources held, read on 27 September 2026.
Can it stack with other relief
Not with a complex-project extension: IRAS and the March 2025 release both say the two cannot be combined and added, and neither says which applies when a project qualifies for both. Later help centre guidance calls the project completion period extension a separate regime assessed independently, so an ABSD extension neither brings nor needs a PCP one. For the COVID-19 replacement periods, a calculation on stated assumptions finds no project that could meet the 6-months-left test in the window, because every replaced commencement deadline had passed before 18 December 2023. No source addresses the combination, and the calculation is not a rule against it.
Why it matters to developers
For a larger project, CORENET X was scheduled in January 2025 to become compulsory from 1 October 2025, yet the relief was due to stop three months later. The extension keeps the window open for a larger project whose first submission lands by 30 September 2026, and for a smaller project that submits by 30 September 2027. On a site bought from 16 December 2021, where 35% of the land consideration is remitted upfront, 6 months more before a clawback can bite is worth planning around. It does not lower any rate, and a project that misses the window or the 6-months-left test stays on its base timelines.
Uncertainties
The original announcement of the extension, with the window opening on 18 December 2023, is not held. The announcing factsheet is undated in the copy retrieved, and the date is IRAS's. The project completion period text held dates from January 2026, so whether that window moved on the same day is not established. The mandatory CORENET X timetable is reported to have been revised after January 2025; the revision is not held. Which extension governs a project that also qualifies as complex is not stated. No count of extensions confirmed has been published.

What changed
Two closing dates moved, nothing else. The qualifying window for the CORENET X extension of the housing developer ABSD remission timelines was extended by 9 months for each size band. Base: a first Design Gateway submission from 18 December 2023 to 31 December 2025 for a GFA of 30,000 sqm or more, or to 31 December 2026 for a smaller GFA. Change: each closing date moved 9 months later. Result: 30 September 2026 and 30 September 2027. What a confirmed project receives is unchanged: 6 months more on each of the commencement, completion and sale timelines. On the unreplaced base periods, counted from the land instrument's date, that calculates to 2 years and 6 months to commence and 5 years and 6 months to complete and to sell. The three criteria, the application route through URA and the bar on adding the extension to a complex-project extension all stand as before.

Interpretation
The window was extended to keep the relief open while the industry adjusts. The falsifier is an official statement that few or no extensions had been confirmed under CORENET X by the time the larger-project window closed on 30 September 2026, which would mean the relief it preserved reached almost nobody. The informative figure is the count by GFA band, never a statement about a named developer.

Interpretation
A smaller project that submits voluntarily before the mandatory date announced for 1 October 2026 still meets the window condition, which keeps an incentive to submit early. The falsifier is no rise in voluntary CORENET X submissions from projects under 30,000 sqm between 3 September 2025 and 30 September 2026 against the pace before it, in any BCA count, which would mean the longer window did not bring smaller projects on early.

InterpretationA housekeeping extension. The March 2025 windows left larger projects three months of relief after CORENET X was scheduled to become compulsory for them; the new dates keep the relief open for longer in both size bands. Nothing about what a qualifying project receives changed, and the conditions that decide qualification are exactly as they were. The points a reader is most likely to get wrong are the conditions and the mode. The window is one condition of three, the first Design Gateway submission decides it, the land purchase date still decides the 6-months-left test, and the extension is applied for, not granted by using CORENET X. For a feasibility study the practical test is simple: if the first submission falls after the closing date for the project's GFA, or with less than 6 months of the 2-year commencement timeline left, the base timelines apply.

The case for
The mandatory timetable and the relief were out of step. Under the January 2025 timetable larger projects were due to use CORENET X from 1 October 2025, and the relief for them was due to end three months later. Moving both closing dates to September keeps the relief open well past each band's scheduled mandate. The criteria are unchanged, so the extension still goes only to projects that go entirely through CORENET X with time left on their commencement clock, and it still cannot be piled onto a complex-project extension.
The case against
A second extension of a relief described as time-limited invites the expectation of a third, which weakens the push to master the new process that the help centre says the industry should be making. The Government gave no count of projects that had qualified, so the need is unsized. The announcing text is undated and was issued as a factsheet annex, the original extension's announcement cannot be found, and the rule lives on an IRAS page and a help centre article rather than in the remission Rules, so a developer relying on it holds guidance, not law.
