From 28 June 2021 a qualifying developer under the 2013 ABSD remission Rules that bought residential land on or before 7 May 2021 had an additional 6 months to commence and complete, counted from the instrument date, with no application, and no more time to sell. For land bought on or before 1 June 2020 each limb qualified only if its original deadline fell on or after 1 February 2020; where it did, commencement reached 3 years and 6 months and completion 6 years and 6 months, the third 6-month step. Land bought 2 June 2020 to 7 May 2021 got 2 years and 6 months and 5 years and 6 months. The project completion period on Government and SLA land also gained 6 months, and QC developers meeting two conditions could apply for a 6-month waiver of extension charges. Acquisitions after 7 May 2021 are outside this COVID relief cohort.

Methodology5 rules
- Comparison anchored to effective date: 28 June 2021. The anchor is the effective date where one is recorded, otherwise the announcement date.
- The windows are the same number of days on each side of the anchor, and the anchor day belongs to the after window.
- A series counts toward a window only for observation periods wholly inside it, with values as originally recorded, not as later revised.
- Where no whole period falls inside a window, no value and no difference is stated; a day no whole period covers is missing, never zero.
- Concurrent land sales and archive events are listed by date alone. Nothing on this page is attributed to the event.
