HDB MOP calculator: when can I sell my flat
An HDB flat cannot be sold on the open market or rented out whole until its Minimum Occupation Period ends. It runs from legal completion: 5 years for a Standard or unclassified flat, 10 for Plus or Prime, 10 for PLH, 20 under Fresh Start. Standard, Plus and Prime apply only to flats launched from October 2024.

A worked example
A Standard flat whose purchase completed on 1 March 2029 has an MOP of 5 years, so it can be sold on the open market from 1 March 2034 at the earliest.

Questions
How long is the MOP?
5 years for an unclassified or Standard flat, 10 years for a Plus or Prime flat, 10 for a Prime Location Public Housing (PLH) flat, and 20 years for a Fresh Start flat. A flat keeps the class HDB launched it under: one launched before the October 2024 exercise is never Standard, and a PLH flat stays PLH.
When does the MOP start?
From the legal completion date of the purchase, which for a new flat is key collection. Any period the owners did not live in the flat, such as renting it out whole with HDB's approval, does not count.
Does Seller's Stamp Duty apply to an HDB flat?
It applies to residential property sold within the holding period, which for a purchase from 4 July 2025 is 4 years. An MOP of 5 years or more usually outlasts it; the calculator shows both dates.
