The Planning (Amendment) Bill was read the first time on 9 January 2017, passed on 6 February 2017 and brought into operation as a whole on 15 May 2017. It made permitting unauthorised development an offence and presumed an owner permitted what a tenant or contractor did. Maximum fines rose to S$200,000, or S$500,000 for demolition in a conservation area, with jail for repeat offenders and unauthorised dormitories. Using a dwelling-house for dormitory or short-term stays became development. Developers must appoint qualified persons to prepare plans and supervise works, and URA gained wider planning conditions and investigation powers.
