Affected market
Development of land, works in conservation areas and subdivision under the Planning Act from 15 May 2017: owners, developers and applicants for planning or conservation permission, the architects, engineers and land surveyors appointed as qualified persons, owners and occupiers bound by planning conditions, and owners using a dwelling-house for dormitory or short-term accommodation. The Master Plan and the zoning and plot ratio of every parcel are outside it.
Primary source
Planning (Amendment) Bill, Bill No. 3/2017

The Planning (Amendment) Bill was read the first time on 9 January 2017, passed on 6 February 2017 and brought into operation as a whole on 15 May 2017. It made permitting unauthorised development an offence and presumed an owner permitted what a tenant or contractor did. Maximum fines rose to S$200,000, or S$500,000 for demolition in a conservation area, with jail for repeat offenders and unauthorised dormitories. Using a dwelling-house for dormitory or short-term stays became development. Developers must appoint qualified persons to prepare plans and supervise works, and URA gained wider planning conditions and investigation powers.

Methodology5 rules
  • Comparison anchored to effective date: 15 May 2017. The anchor is the effective date where one is recorded, otherwise the announcement date.
  • The windows are the same number of days on each side of the anchor, and the anchor day belongs to the after window.
  • A series counts toward a window only for observation periods wholly inside it, with values as originally recorded, not as later revised.
  • Where no whole period falls inside a window, no value and no difference is stated; a day no whole period covers is missing, never zero.
  • Concurrent land sales and archive events are listed by date alone. Nothing on this page is attributed to the event.
