HDB Hougang Branch to close on 1 September 2025 to make way for development at Hougang Ave 10/ Hougang Central
The Housing & Development Board (HDB), as the Government’s land sales agent, has launched an Executive Condominium site at Sembawang Road and a mixed commercial/ residential site at Hougang Avenue 10/ Hougang Central for sale by public tender today. These sites are being offered under the Confirmed List of first half 2025 (1H2025) Government Land Sales (GLS) Programme and can potentially yield about 1,100 residential units in total.

Closure of Facilities at Hougang Central
3 To facilitate the development of the Hougang Avenue 10/ Hougang Central mixed commercial/ residential site, three facilities within the site will close in phases:
- HDB Hougang Branch: Closes on 1 September 2025
- Adjacent sheltered atrium: Closes end-September 2025
- Surface car park at Hougang Ave 10 (HG55): Closes end-March 2026
New 24-hour e-Lobby to better support residents
4 To better support residents’ needs after the closure of Hougang Branch, a new 24-hour e-Lobby will open from 1 September 2025. Located at Block 806 Hougang Central #01-160 Singapore 530806, it is a convenient 5 minutes’ walk from the current Hougang Branch. The e-Lobby is equipped with self-help machines such as HDB e-Service kiosks, a cash payment kiosk and an AXS machine for residents to access HDB services and complete transactions (e.g. mortgage or rental payments, purchase and renewal of season parking). A service ambassador will be stationed on site in the first month after the closure of Hougang Branch to provide guidance on using these e-Services.
Enhancing digital service delivery with new e-Lobby
5 This e-Lobby is part of HDB’s broader digitalisation efforts to enhance the efficiency of its services as well as to better serve Singaporeans’ needs due to their evolving lifestyles. With over 200 e-Services available on the HDB InfoWEB and Mobile@HDB app (downloadable via App Store and Google Play), residents can now conveniently access a wide range of HDB’s services online, significantly reducing the need to call, write in, or visit HDB for simple business transactions and general enquiries.
6 For more complex transactions or transactions that require wet-ink signature to be made in person (e.g. signing of legal documents for change in flat ownership or lodging a Notice of Death of flat owner), residents can visit Sengkang Branch1 located in Rivervale Plaza (Block 118 Rivervale Drive #02-01 Singapore 540118). To get from Hougang Branch to Sengkang Branch, residents are served by train and multiple direct bus services. Residents may book an appointment via the HDB InfoWEB.
1 Visits to HDB Branches are by appointment only. Sengkang Branch operates from 8:00am to 5:00pm on weekdays and is closed on weekends and public holidays.
