The draft was on show from 20 November 2013 and open to objection until 19 December 2013, but its contents were proposals for amendment. Until the gazette the statutory plan was still Master Plan 2008. A study that dates a land use change in this cycle to November 2013 is dating a proposal.
What the plan settles for development
The Written Statement 2014 sets how the plan is read. Plot ratios in the plan are a maximum, and the intensity allowed on a site may be lower. The plan confers no development rights and does not decide development charge liability. Its Table 1 interprets 31 zonings.

The areas the draft named are where URA said growth would go in this cycle: new housing at Bidadari, Tampines North and Punggol, jobs at Jurong Lake District, Tampines and Paya Lebar Central, and the Woodlands Regional Centre on the North Coast. What the gazetted plan set for a given site is in its maps, which this archive does not hold.

What changed
Until 6 June 2014 the statutory plan was Master Plan 2008, the product of the Master Plan's eighth review. The gazette replaced it with Master Plan 2014, the ninth, and with a new Written Statement against which later amendments are read. All 75 buildings the draft proposed for conservation were gazetted the same day. URA's release names no other change and does not list which draft proposals survived feedback, so the draft's new housing at Bidadari, Tampines North and Punggol and its regional employment centres remain what the draft proposed, not a record of what the gazetted plan set.

Interpretation
The draft named Bidadari and Tampines North as new housing areas. The test is whether new housing is launched in them during the plan's life. If none is, the proposal did not carry into delivery within the plan it was exhibited under.

A statutory plan reviewed every five years is meant to hold between reviews. The test is how much land URA's gazetted amendments to Master Plan 2014 touched before the next plan. A large share would show the plan did not hold for its medium-term horizon.

InterpretationA routine five-yearly replacement of the statutory plan, and the first Master Plan in this archive. Its substance is in the parcel maps, which Prevo does not hold, rather than in the release, which gives little beyond the date and the 75 buildings. The discipline that matters for research is the date: controls in this cycle changed on 6 June 2014, not when the draft went on show, and any argument about what the plan allowed on a specific site needs the plan's own maps.

What would change this view: The Gazette notification, or a URA or MND statement that the plan took effect on a Ministerial approval before 6 June 2014, would move the effective date. A published comparison of the draft and the gazetted plan would show whether the review changed the draft materially. Master Plan 2014 geometry would let Prevo say what the plan set for a site.

The case for
URA's case for the draft was that townships for all ages, with jobs closer to home, need land set aside before it is wanted, and the Master Plan is where sufficient land is safeguarded for the medium term. The gazette put the reviewed plan into statutory form after a month of public exhibition and consultations with Members of Parliament, grassroots leaders and professional institutions. A review every five years keeps the plan near current needs.
The case against
The public record of the gazette is thin. URA's release says the review concluded and names the conserved buildings, but not what changed between draft and plan, so a reader of the releases cannot tell which proposals were revised after objection. The Written Statement dates an amendment's effect from the Minister's approval while the release announces the gazette, and nothing held reconciles the two for this plan. Much of what drew attention at the exhibition, the Greater Southern Waterfront above all, was preliminary and outside the statutory plan.

All 75 heritage buildings that the Draft Master Plan 2013 proposed for conservation were gazetted as part of Master Plan 2014 on 6 June 2014.

The draft release said "over 70 buildings will be conserved", a floor rather than a count, and no value is stored for it. The list of buildings is Annex A of the release, which was not read; the draft named the Queenstown Library, Alexandra Hospital and the former Commonwealth Avenue Wet Market among them.
