Affected market
Singapore's land use strategy to 2030 and beyond, as a statement of Government intent: planned land supply by broad use, housing, green space, transport and employment strategies, and named areas for new housing and growth. No parcel, owner, buyer, seller or developer is bound by it; it amended no Master Plan zoning, plot ratio or height control and granted no planning permission.
Primary source
Ensuring a High Quality Living Environment for all Singaporeans

On 31 January 2013 the Ministry of National Development released a Land Use Plan paper setting out how Singapore would plan land to 2030 for the population range of 6.5 to 6.9 million projected in the Population White Paper two days earlier. It put the land needed at 76,600 hectares, against 71,000 hectares of current supply, and planned up to 700,000 new homes, naming new towns at Bidadari, Tampines North and Tengah. It is a long-term strategy with no effective date: it changed no zoning and granted no planning permission, and the paper itself says land use is governed by the Master Plan, which was then being revised.

Methodology5 rules
  • Comparison anchored to announcement date because no effective date is recorded: 31 January 2013. The anchor is the effective date where one is recorded, otherwise the announcement date.
  • The windows are the same number of days on each side of the anchor, and the anchor day belongs to the after window.
  • A series counts toward a window only for observation periods wholly inside it, with values as originally recorded, not as later revised.
  • Where no whole period falls inside a window, no value and no difference is stated; a day no whole period covers is missing, never zero.
  • Concurrent land sales and archive events are listed by date alone. Nothing on this page is attributed to the event.
