On 27 March 2019 URA introduced two rejuvenation incentives with the Draft Master Plan 2019. The Strategic Development Incentive Scheme, in effect that day, lets owners of older commercial buildings in strategic areas seek deviations from GPR, use and height, judged proposal by proposal with no fixed bonus. The CBD Incentive Scheme, in effect from the Master Plan 2019 gazette, allows office buildings at least 20 years old in parts of Anson, Cecil Street and the Robinson Road area to convert to mixed use with up to 30% more intensity for residential with ground-floor commercial and 25% for other options. URA also said the Bonus Plot Ratio scheme would end with the gazette.
