Singapore lenders test a property loan at the higher of a floor rate and the loan's own rate, not at the rate paid at first. From 30 September 2022 the floor is 4% for a residential bank loan and 5% for non-residential, and 3% for an HDB loan.

The loan's own rate is its thereafter rate: the highest it can charge after any introductory or promotional rate.
The floor, worked
A S$500,000 residential loan over 25 years whose own rate is 3% is tested at 4%, the floor, so TDSR counts an instalment of S$2,639.18 a month rather than the lower figure at 3%.

Questions
What interest rate is a loan tested at?
The higher of a floor and the loan's own rate after any introductory rate. From 30 September 2022: 4% for residential loans from banks, 5% for non-residential, and 3% for HDB loans.
Does the floor change the rate I pay?
No. It is the rate the loan is assessed at when TDSR and MSR are computed. The rate charged is the lender's.
Which date decides the floor?
For a bank loan, the date the Option to Purchase is granted, or the sale and purchase agreement where there is none. For an HDB loan, the date HDB receives the loan eligibility application.
