A GST-registered seller charges GST on the sale of commercial or industrial property; residential property is exempt. The rate is 9% from 1 January 2024. IRAS applies the rate in force when each part is paid: option money paid before that date bears 8%, and the balance paid on completion after it 9%.

A worked example

IRAS's case (Question 1.6, purchase of non-residential property): a company pays 1% option money on non-residential property before 1 January 2024 and the rest on completion after it. On a price of S$1,000,000, chosen here, GST is S$800 at 8% on the option money and S$89,100 at 9% on the balance: S$89,900 in all.

Questions

Is GST charged on residential property?

No. IRAS exempts the sale and lease of residential property from GST. The sale of commercial or industrial property by a GST-registered seller is subject to it.

Which GST rate applies when a purchase spans a rate change?

The rate in force when each part is paid or invoiced. For a completed property, IRAS's guide puts GST on the option fee and deposit when they are paid or invoiced, and on the rest at the earliest of payment, invoice, legal completion and handover. The rate today is 9%, from 1 January 2024.

Is Buyer's Stamp Duty worked on the price with GST?

No. IRAS's own stamp duty calculator for non-residential property asks for the price or market value excluding GST, and this calculator follows it.
